ປັບປຸງ ລະບົບການຄຸ້ມຄອງການເງິນແຫ່ງລັດ ເພື່ອສະໜັບສະໜູນການພັດທະນາແບບຍືນຍົງ ໃນ ສປປ ລາວ
ນະຄອນຫຼວງວຽງຈັນ, 9 ພຶດສະພາ 2019 – ສປປ ລາວ ຈະໄດ້ຮັບຜົນປະໂຫຍດຈາກ ການປະຕິຮູບການຄຸ້ມຄອງການເງິນແຫ່ງລັດ ເພື່ອປັບປຸງການລາຍງານດ້ານການເງິນ ແລະ ຄວາມອາດສາມາດໃນການຈັດຕັ້ງປະຕິບັດການເກັບລາຍຮັບ, ການຈັດຊື້-ຈັດຈ້າງດ້ວຍທຶນຂອງລັດ ແລະ ການຈັດຕັ້ງປະຕິບັດງົບປະມານແຫ່ງລັດ ໂດຍການຊ່ວຍເຫຼືອຈາກ ທະນາຄານໂລກ.
ພິທີເຊັນສັນຍາກູ້ຢືມເງິນ ຈຳນວນ 20 ລ້ານໂດລາສະຫະລັດ ຈາກ ສະມາຄົມເພື່ອການພັດທະນາສາກົນ (IDA) ເພື່ອປະຕິບັດ ໂຄງການປັບປຸງຄຸ້ມຄອງລະບົບການເງິນແຫ່ງລັດ ເປັນທັນສະໄໝ (E-FITS) ໄດ້ຈັດຂຶ້ນ ໂດຍມີ ທ່ານ ນາງ ທິບພະກອນ ຈັນທະວົງສາ, ຮອງລັດຖະມົນຕີ ກະຊວງການເງິນ ແລະ ທ່ານ ນິໂກລາ ປອນຕາຣາ, ຫົວໜ້າຫ້ອງການທະນາຄານ ໂລກ ປະຈຳ ສປປ ລາວ ເປັນຜູ້ຮ່ວມລົງນາມເຊັນສັນຍາ. ໂຄງການດັ່ງກ່າວ ຈະສ້າງ ລະບົບຄຸ້ມຄອງຂໍ້ມູນຂ່າວສານການເງິນ ແລະ ການຝຶກອົບຮົມຄວາມຮູ້ກ່ຽວ ກັບການຄຸ້ມ ຄອງການເງິນແຫ່ງລັດ ແບບໃໝ່ ໃຫ້ແກ່ ກະຊວງການເງິນ. ລະບົບໃໝ່ນີ້ ຈະຊ່ວຍປັບປຸງໃຫ້ແກ່ການສະໜອງຂໍ້ມູນການເງິນ ແລະ ການລາຍງານການຈັດຕັ້ງປະຕິບັດແຜນງົບປະມານ ໄວຂຶ້ນ, ລວມທັງ ການເຜີຍແຜ່ຂໍ້ມູນທີ່ຈະແຈ້ງທາງອອນລາຍຫຼາຍຂຶ້ນ.
"ພິທີເຊັນສັນຍາໃນມື້ນີ້ ຢັ້ງຢືນເຖິງການຮ່ວມມື ລະຫວ່າງ ລັດຖະບານ ສປປ ລາວ ແລະ ທະນາຄານໂລກ ໃນການສະໜັບສະໜູນ ການຈັດຕັ້ງປະຕິບັດບູລິມະສິດ ຂອງລັດຖະບານ ທີ່ນອນຢູ່ໃນ ແຜນພັດທະນາເສດຖະກິດ - ສັງຄົມແຫ່ງຊາດ. ໂຄງການດັ່ງກ່າວ ແມ່ນປັບປຸງ ແລະ ສ້າງຄວາມເຂັ້ມແຂງໃຫ້ແກ່ການຄຸ້ມຄອງການເງິນແຫ່ງລັດ, ຊິ່ງຈະຊ່ວຍໃຫ້ມີການຂະຫຍາຍຕົວທາງດ້ານເສດຖະກິດແບບຍືນຍົງ ແລະ ໝັ້ນຄົງ”, ກ່າວໂດຍ ທ່ານ ນາງ ທິບພະກອນ ຈັນທະວົງສາ, ຮອງລັດຖະມົນຕີ ກະຊວງການເງິນ.
“ສປປ ລາວ ສະແດງໃຫ້ເຫັນເຖິງຄວາມມຸ່ງໝັ້ນຕໍ່ວຽກການປະຕິຮູບໃນຊຸມປີຜ່ານມາ. ປັດຈຸບັນ ຖືວ່າບັນດາວຽກພື້ນຖານໄດ້ຖືກວາງ ໄວ້ແລ້ວ, ຂັ້ນຕອນຕໍ່ໄປ ແມ່ນປັບປຸງປະສິດທິພາບ ແລະ ຄວາມໂປ່ງໃສຂອງ ລະບົບການຄຸ້ມຄອງການເງິນແຫ່ງລັດ ໃຫ້ດີຂຶ້ນ, "ກ່າວໂດຍ ທ່ານ ນິໂກລາ ປອນຕາຣາ, ຫົວໜ້າຫ້ອງການທະນາຄານ ໂລກ ປະຈຳ ສປປ ລາວ". “ພວກເຮົາມີຄວາມຍິນດີ ທີ່ຈະສະໜັບສະໜູນບັນດາເປົ້າໝາຍການພັດທະນາລະດັບສູງຂອງລັດຖະບານ ເພື່ອສ້າງຄວາມເຂັ້ມແຂງດ້ານການເງິນແຫ່ງລັດ ເພື່ອປະກອບສ່ວນເຂົ້າໃນການພັດ ທະນາເສດຖະກິດທີ່ໝັ້ນຄົງ.”
ປະສິດທິພາບໃນການຄຸ້ມຄອງລາຍຈ່າຍພາກລັດ ຍັງຖືເປັນບັນຫາ ຍ້ອນຂັ້ນຕອນ ແລະ ລະບົບເກັບກຳຂໍ້ມູນບໍ່ທັນກັບເວລາ. ລະບົບການຄຸ້ມຄອງຂໍ້ມູນຂ່າວສານການເງິນແບບໃໝ່ ຈະຊ່ວຍໃຫ້ລັດຖະບານສະໜອງຂໍ້ມູນຄັງເງິນສົດດີຂຶ້ນ, ສະໜອງຂໍ້ມູນບັນດາແຫຼ່ງເງິນຕ່າງໆທີ່ມີໄດ້ທັນເວລາ, ການລາຍງານທັນກັບສະພາບຕົວຈິງ ແລະ ການຈັດຕັ້ງປະຕິບັດງົບປະມານໄວຂຶ້ນ. ລະບົບດັ່ງກ່າວ ຍັງຊ່ວຍໃຫ້ການຕິດຕາມໜີ້ຄ້າງຈ່າຍ, ຊັບພະຍາກອນທາງດ້ານການເງິນ ແລະ ການຂາດດຸນງົບປະມານ ຢ່າງໃກ້ສິດຂຶ້ນຕື່ມອີກ.
ໂຄງການ E-FITS ຈະໄດ້ຖືກຈັດຕັ້ງປະຕິບັດໄປພ້ອມກັນກັບ ໂຄງການປະຕິຮູບລະບົບຄຸ້ມຄອງການເງິນພາກລັດ ທີ່ມີທຶນຊ່ວຍເຫຼືອ ຈາກ ສະຫະພາບເອີຣົບ ຈຳນວນ 1.5 ລ້ານຢູໂຣ. ໂຄງການນີ້ ຈະສ້າງຂີດຄວາມສາມາດໃຫ້ກັບກະຊວງການເງິນດ້ານສ່ວຍສາອາກອນ ແລະ ການເກັບລາຍໄດ້, ການສ້າງແຜນງົບປະມານ ແລະ ຂະບວນການຈັດຕັ້ງປະຕິບັດງົບປະມານ ພ້ອມທັງຊ່ວຍໃນການຈັດຕັ້ງປະຕິບັດ ກົດໝາຍໃໝ່ ວ່າດ້ວຍການຈັດຊື້-ຈັດຈ້າງດ້ວຍທຶນຂອງລັດ. ໂຄງການດັ່ງກ່າວ ດຳເນີນຕໍ່ຈາກ ແຜນງານຄຸ້ມຄອງການເງິນພາກລັດເປັນທັນສະໄໝ ທີ່ສິ້ນສຸດໃນ ເດືອນ ສິງຫາ 2018 ທີ່ຜ່ານມາ.
Improved Public Financial Management Systems to Support Sustainable Development in Lao PDR
VIENTIANE, May 9, 2019 – Lao PDR will benefit from public financial management reforms to improve financial reporting, and develop administrative capacity for revenue collection, public procurement, and budget execution, with support from the World Bank.
The USD$20 million Enhancing Public Finance Management through Information and Communication Technology and Skills (E-FITS) Project financed by the International Development Association (IDA) was signed by Deputy Minister of Finance, Mme. Thipphakone Chanthavongsa, and World Bank Country Manager for Lao PDR, Nicola Pontara. The E-FITS project aims to introduce a new financial management information system and a public finance management skills training program at the Ministry of Finance. These improvements will allow faster processing of financial statements and budget execution reports, and publication of statements online, for greater transparency.
“The ceremony today reaffirms the commitment and cooperation between the Government of Lao PDR and the World Bank in supporting the Government priorities as outlined in its National Socio-Economic Development Plan. The project aims to improve and strengthen public finance management, which will contribute to sustaining dynamic and stable economic growth,” said H.E. Mme. Thipphakone Chanthavongsa, Deputy Minister of Finance of the Lao PDR.
Efficiency in managing public expenditure remains constrained by outdated information systems and procedures. The improved financial management information system is expected to facilitate better cash management by the government, providing up-to-date data on available finances, real-time reporting, and improved budget execution. It can also allow for closer monitoring of outstanding bills, financial resources, and fiscal deficits.
“Lao PDR has shown promising commitment to reforms in recent years. Now that the groundwork has been laid, the next steps are to improve the efficiency and transparency of the public financial management system,” said Nicola Pontara, World Bank Country Manager for Lao PDR. “We are pleased to support the government’s high-level development objectives to strengthen public finances.”
The E-FITS project is implemented jointly with the Public Finance Management Reform Project financed by a trust fund with a EUR 1.5 million contribution by the European Union. This project will increase the Ministry of Finance’s capacity for tax administration and revenue collection, improve the budget preparation and execution processes, and support implementation of the new Law on Public Procurement. It is a continuation of the previous Public Finance Management Modernization Program, which concluded in August 2018.
